Abstract The purpose of this article is to verify the thesis put forward by Skot-Hansen et al. (2013) with regard to the potential of modern libraries, but considered in the context of an investment located in a post-socialist medium-sized city in Poland. The study focuses on determining whether it is possible to create in an ordinary medium-sized city in a country belonging to the Socialist Bloc in 1945–1989 an extraordinary library which will have the potential to become (1) an icon, (2) a placemaker and (3) part of community vitalisation. Such a potential of modern libraries is indicated by Skot-Hansen et al. (2013). They analyse libraries located in large Western European cities. Therefore, the question arises about the possibility of extrapolating the indicated features to libraries located in smaller settlement units and located in Eastern European countries. This is an area whose socio-economic development over the past decades has been different than the countries of Western Europe indicated by Skot-Hansen et al. (2013). © 2020 The Author(s)

Nowadays, good-quality public space can determine the development of a city. .
As public libraries are open to the public and have adequate space to create social interaction, they can become a third place for local communities. .
However, recent years have shown a positive change in the perception of the potential that libraries have for broadly understood development. .
In turn, due to its originality and the offered possibilities, it is able to create a unique new place and become the basis for new experiences for the residents. .
Attention should also be paid to the impact of RLE on the development of a medium-sized city through its potential of this type of investment to become an icon; potential for creating urban branding; potential for strengthening the interest of residents in reading and in the participation in cultural life, thus increasing the quality of social capital and chance to renovate decaying railway buildings everywhere..
However, they can play an important role in the development of the local economy, becoming a centre of social and economic life, as well as a place for the promotion of local tourist attractions (Edwards, 1997). .
A campaign and related activities were launched to revitalise the city around culture. .
As indicated by the city authorities, obtaining cofinancing for the activities related to the Culture Station was primarily a part of the city's cultural policy which aims to ensure the best possible cultural offer for the residents. .
We can talk about perceiving the role of a library as a placemaker when it contributes, among others, to urban diversity in mixed-use districts or creates the public domain and new stages for experience. .
And in the context of strengthening human capital, RLE also means an increase in the number of readers and interest in the activities of the library: Interestingly, this spectacular success has also contributed to increasing readership in the other branches of the library, just as if people woke up to notice that something is important in these libraries. .
A library is a placemaker when it is considered as: active part of urban planning; contributing to urban diversity in mixed-use districts; creating public domain and new stages for experience (Skot-Hansen et al., 2013: 12). .
They aimed to support the renewal of small and medium-sized cities by, for example, revitalising heritage: the Small Town Networks Project; Sustaining Small Expanding Towns. .
Culture-led regeneration plays a leading role in the ability to base urban development on culture. .
The Culture Station attracts residents because it is a place of cyclical theatrical, comic book, photographic and creative workshops. .
