Abstract | The purpose of this article is to verify the thesis put forward by Skot-Hansen et al. (2013) with regard to the potential of modern libraries, but considered in the context of an investment located in a post-socialist medium-sized city in Poland. The study focuses on determining whether it is possible to create in an ordinary medium-sized city in a country belonging to the Socialist Bloc in 1945–1989 an extraordinary library which will have the potential to become (1) an icon, (2) a placemaker and (3) part of community vitalisation. Such a potential of modern libraries is indicated by Skot-Hansen et al. (2013). They analyse libraries located in large Western European cities. Therefore, the question arises about the possibility of extrapolating the indicated features to libraries located in smaller settlement units and located in Eastern European countries. The purpose of this article is to verify the thesis put forward by Skot-Hansen Hvenegaard Rasmussen and Jochumsen with regard to the potential of modern libraries but considered in the context of an investment located in a post-socialist medium-sized city in Poland. In the opinion of the head of the library Culture Station has a potential both to evoke a sense of pride and to satisfy the need for a third place: The Culture Station has satisfied this need because the people have become proud because has become famous in Poland as well as around the world ; it seems that there is still a hunger for such successes in Rumia. And in the context of strengthening human capital RLE also means an increase in the number of readers and interest in the activities of the library: Interestingly this spectacular success has also contributed to increasing readership in the other branches of the library just as if people woke up to notice that something is important in these libraries. Considering the example of RLE in Poland it should be pointed out that the potential of railway stations to create a sense of place through the presence of museums heritage centres artwork and murals and bookshops should also include libraries.
